It was established in Highland Park – Martyrs’ Avenue in June 1999. On May 28, 1918, the Azerbaijan Democratic Republic (АDR) was proclaimed. The government of the Republic was situated in Tiflis, and then in Ganja. Baku was under occupation of Dashnaks and Bolsheviks at that time. The Turkish Islamic Caucasian army led by Nuri pasha came for the help of the young Azerbaijan Republic. The reestablished Azerbaijani military units, under the command of the general Shikhlinsky, were struggling in the composition of this army of 15-thousand along with the Turks. On September 15, 1918, the Islamic Caucasian army, passing through all Azerbaijan with battles, broke down the resistance of 50-thousand army resisting them and entered Baku. The Turkish and Azerbaijani soldiers killed in the battle were buried in Highland Park. After the release of Baku, here moved the government of ADR which decided henceforth to consider the 15 September as a nonworking day and to celebrate it as a solemn military parade. The first military parade and solemn meeting in honor of the release of the city took place in 1919. It was decided to immortalize the memory of the Turkish soldiers who died in the Azerbaijani land. The design of the memorial was prepared by the main architect of the city Zivarbay Аhmadbayov. But in connection with the bolshevist revolution the memorial was not built, and the holiday was consigned to oblivion. Only with the acquisition of independence by Azerbaijan, almost 80 years later, it became possible to immortalize the memory of the dead Turkish soldiers. In Highland Park the Turkish government built a monument, around which the names of all of 1130 Turkish soldiers who gave their lives for the freedom of Azerbaijan, were engraved on the gilt plates.
